Steel Counter Sinks are designed to only sink the head of the screw flush with the surface, not to sink it deeper for plugging. These are designed with shorter blades to reduce breakage and made to cut into hard woods and metals. These are available in 1/2″, 5/8″ and 3/4″ diameters.
